| This bill is being proposed in the front of the National/ Imperial Diet Proposal 1 The state should impose a national emergency at his discretion Proposal 2 Imposing it, the state at his discretion will may impose restrictions and do any actions deemed necessary Proposal 3 With emergency state enacted, the state can impose restrictions and act as it wish in all kind of sectors (curfew, military conscription, data bases, anything that is needed to be regulated) Proposal 4 The emergency state does not need to be voted, needed only approval from the monarch Proposal 5 There is no limit on usage of declarations of state of emergency |
