This bill is being proposed in the front of the National/ Imperial Diet

The state should impose a national emergency at his discretion
Proposal 2
Imposing it, the state at his discretion will may impose restrictions and do any actions deemed necessary

With emergency state enacted, the state can impose restrictions and act as it wish in all kind of sectors (curfew, military conscription, data bases, anything that is needed to be regulated)
