| Article I The following agencies are to be created: - People's Commissariat of Foreign Affairs (Народный Коммисариат Инностранных Дел) - Narkomindel, responsible for directing foreign policy, conducting diplomacy, upkeep of embassies and consulates as well as appointing diplomatic officers (excepting ambassadors). - People's Commissariat of Internal Affairs (Народный Коммисариат Внутренних Дел) - NKVD, responsible for the internal forces of the country, combat of crime, upkeep of public order and border patrol and enforcement. - People's Commissariat of Finances (Народный Коммисариат Финансов) - Narkomfin, responsible for the formulation of the state budget, taxation policy and presenting them to the Congress of Soviets for approval, and its subsequent implementation. - People's Commissariat of Defence (Народный Коммисариат Обороны) - NKO, responsible for the organisational and logistical oversight of the military, as well as management of defence industry and military design bureaus. - People's Commissariat of Justice (Народный Коммисариат Юстиции) - Narkomyust, responsible for the administration of the courts, upkeep of prisons and organisation of the corps of state defenders (attorneys) and prosecutors. - People's Commissariat of Ways of Communications (Народный Коммисариат Путей Сообщения) - NKPS, responsible for upkeep and construction of transport infrastructure, including roads, railways and canals, the postal service, and telecommunications. - People's Commissariat of Health and Social Security (Народный Коммисариат Здравоохранения и Социального Обеспечения) - Narkomzdravsobes, responsible for the upkeep of hospitals, clinics and pharmacies, and for the provision of welfare, pensions and other social security programmes. - People's Commissariat of Enlightenment and Culture (Народный Коммисариат Просвещения и Культуры) - Narkomproskult, responsible for the education system, including kindergartens, schools and universities, and the upkeep of cultural and historical institutions, parks and sports facilities. - People's Commissariat of Science (Народный Коммисариат Науки) - Narkomnauk, responsible for oversight and direction of specialised research institutes, and the application and distribution of developed technology and theories. - People's Commissariat of Agriculture and Food (Народный Коммисариат Сельского Хозяйства и Продовольствия) - Narkomselkhozprod, responsible for agricultural policy and management of farms, and the distribution and supply of food products. - People's Commissariat of Natural Resources (Народный Коммисариат Природных Ресурсов) - Narkomprirod, responsible for management of natural resources and their extraction, and ecological policy and environmental protection. - People's Commissariat of Trade, Industry and Labour (Народный Коммисариат Торговли, Промышленности и Труда) - Narkomtorgpromtrud, responsible for conducting foreign and internal trade, management of manufacturing enterprises and labour policy. Article II Each People's Commissariat is to be led by a People's Commissar, elected by the Congress of Soviets. Article III All People's Commissars are to be members of the Central Executive Committee ex officio. Article IV The People's Commissar of each People's Commissariat is to be supported by a Deputy People's Commissar, appointed by the People's Commissar. Article V Each People's Commissariat is to be split into State Committees, each led by a Secretary, appointed by the People's Commissar. These State Committees are to be determined in future legislation. |
