Description[?]:

The Lodamese Green Coalition recognizes that there is a need for formalized parliamentary etiquette within the Presidium. Therefore, we propose an act to codify such etiquette for current and future parties to refer and adhere to when taking part in parliamentary debate.

1. When a person wishes to take part in debate within the Presidium, they shall begin their statement by addressing to the Speaker of the Presidium. (Starting debate messages with "Mr. Speaker")

2. Those speaking shall have some form of display to make clear who they are. (the signature at the end of debate messages. Usually their name and their title[s] under that)

3. It is encouraged that bills be under debate for at least 4 months before going to a vote to allow other parties to engage in debate.

4. Breaches in these rules can be dealt with by the Protocol Committee organized here: http://classic.particracy.net/viewbill.php?billid=430201

This bill must pass with a simple majority to take effect.
