Mr Speaker, our nation has an uniform system of courts and the justice is provided by the National Judiciary and is not demanded to local legal and judiciary system. For this reason the government is reforming the current law. Reforming this law, we officially establish a "National Volunteers Lay Judges List" where citizens can register giving their disponibility to be lay judges. The lay judges are drawn by lot from the List without any distinction of sex and between the ages of 30 and 65. To register themself into the National volunteers Lay Judge List, the citizens must be in possession of Istalian citizenship and enjoy civil and political rights, good ethic conduct, a profil school license for the court of assize and the high school diploma for the Appeal Courts of Assizes. Judges and officials belonging to the judiciary, to the armed forces or any other police body cannot participate. Even ministers of religion and religious are excluded.
