I thank the Honourable members who have shown their support to this motion.

I stand before members to explore a very urgent and troubling human rights issue: the continued use of the death penalty.

This is not my party's first public statement on the death penalty, and once again we want to make a plea to all Members to outlaw this barbaric practice. The death penalty has no place in the 51st century.

It saddens me to note that Baltusia is one of the few remaining countries in Terra which has not abolished capital punishment. As a matter of fact, there was a time when we were the world leaders in this regard, with the BPP supporting a similar motion in our Congress of 2224 …this was indeed something we were very proud of. 

The reasons were those that we call on today: 

The death penalty does little to serve victims or deter crime.

And even with meticulous respect for fair trials, there will always be a risk of miscarriage of justice.

This is an unacceptably high price. 

Terra is now moving in the right direction.

Ever more countries are abolishing the death penalty and establishing moratoria on its use.
 
Today just 18 countries are responsible for all recorded executions.

But at the same time, the BPP are concerned by the trend of reversing long-standing moratoria on the death penalty, in cases related to terrorism. 

And those countries that do continue executions also have international obligations. In many cases, they are failing to meet them.

It also damages the administration of justice more generally.

Today, I reaffirm the BPP's opposition to the death penalty in all circumstances.

I invite all those members, a number of whom who have previously voted to abolish the death penalty, to support our call with a view to abolition as soon as possible.
