| The Kingdom of Endralon, having been forged by many a great people and thus enriched by their being hereby accords the right of responsible self government to the provinces of Zergon and Hugalon in the following manner: - Zergon and Hugalon shall be permitted the right to their own respective parliaments whose duty it is to legislate for the people in said localities. - Zergon and Hugalon shall be permitted to establish their own courts and law enforcement organizations whose duty is to uphold the law of said localities. - The Status of Ethnic Minorities in either locality is to be respected by the national government should legislation purtaining to them be implemented at the people's request. However, discriminatory practices shall not be tolerated and shall in the event thereof result in state intervention to uphold the national constitution. - Concerns regarding Defense and Diplomacy will remain in the hands of the national government. |
