In the Holiest Presence of the God Empress Herself, we present this bill to reinstate the monarchy. Below are the proposals for said bill, which shall be passed it this bill receives a majority in the legislative body: Proposal I- Conscientious objectors are to immediately be charged with treason and summarily Executed Proposal II- All defense industries shall be consolidated and nationalized into ‘the Kyo Arms Company’ Proposal III- Homosexuals in the military are to be immediately arrested and prosecuted for homosexuality, which is an executable offense Article IV- The Civilian Police Force is supported by the Royal Kyo Armed Forces, who have the ability to arrest individuals that have committed a crime or are suspected of committing a crime Article V- All adults must serve 1 year in the military once they turn 18, after which they must become reservists until the age of 40 Article VI- Paramilitaries must receive permission from the God Empress or her successors to form. The only legal paramilitary as of the writing of this bill, is the Royal Kyo Supporter Army. No other paramilitary may form without the God Empress or her successors approval Article VII- Women may only serve as nurses, logistics suppliers, or any other role that will not see them enter combat Secret Proposals Secret Proposals shall not be shown the general public and shall remain secret amongst the members of this body. If anyone speaks of these secret proposals without permission, they are to be immediately executed for treason. Secret Proposal I- POW’s are to be used as slave labor and are to be tortured if it is believed that have vital information. Once POW’s can no longer work, they are to be blinded and returned to the enemy country Secret Proposal II- The Ministry of Defense is to immediately begin research into chemical, biological, and nuclear weapons and to the ability of the state to produce them |
