Comrades,

Our nation now has in its Government a new political force whose social function is to uphold, not the traditional ruling class nor the colonial sentiment, but the vast majority of the people. This change in the power structure must necessarily be accompanied by profound changes in the socio-economic order, changes which this body is summoned to institutionalize.

We, as individuals trusted to institutionalize the revolution, have accepted the challenge to re-examine everything. I am sure that on few occasions in history has the Parliament of any nation been presented with so great a challenge. History has permitted a break with the past and the construction of a new model of society, and we cannot fail to meet the demands of this moment.

For this purpose, we will establish a Truth and Reconciliation Commission to discover the truth in our history and to reconcile with the tragedies of the past. Composed of a wide sample of our contemporary society including our long ignored or repressed indigenous voices, the TRC will be mandated to examine our island's long history from before contact with colonial forces, until today. The TRC is also sanctioned in correct the historical record where it has been erroneously and falsely understood.

We are also proposing here today an ambitious political, social and cultural undertaking here today called Plan 4670. Put simply, Plan 4670 is a means by which we will systemically and procedurally implement the revolution by the year 4670, such that 4670 shall then be known to all future generations as the year of the birth, and rebirth, of our nation. Basic points of Plan 4670 are as follows:

(1) We shall dismantle capitalism on the island, having long been used as a tool of oppression and exploitation by the elite and colonial forces which have, variously, declared themselves the legitimate governments of our nation. There is no other way than we can devote ourselves to the realization of great impersonal tasks, such as that of attaining a new stage in the human condition for the people of this island, under the system which, until now degraded by its division into the privileged and the dispossessed;

(2) We shall commit to the complete eradication of institutionalized discrimination on the grounds of class, gender, sex, race, ethnicity, sexual orientation, age, disability, pregnancy, marital status, social origin, religious belief or lack thereof, language, culture or birth. Together we shall build a country of unlimited cultural, religious and ideological tolerance and where there is no room for discrimination on any basis;

(3) We shall confidently address the world from a foreign policy predicated on solidarity, peace, friendship and diplomacy. I intend to address the World Congress at the earliest opportunity to express this message;

(4) We shall ratify any and all recommendations made by the Orono Truth and Reconciliation Commission. This, we expect, shall include a rectification in the names of all things including the cities and regions of the country as well as its geographical points of interest. Indeed, the revolution shall count no stream too small nor mount too tall for evaluation and reform. We also expect new names for the institutions of government including the body of representatives, the head of state, and the departments of the administration;

(5) We shall create, through democratic means, a new flag for our nation which pays respect to our diversity while emphasizing our unity;

(6) Having completed the aforementioned revolutionary tasks, we shall name this new nation Orono, the indigenous name for the land, and enshrine it as such in a new constitution.

I stand here, Comrades, to urge you to take up the task of reconstructing the our nation according to our dreams, an Orono in which all children begin life equally, with equal medical care, education, and nutrition. An Orono in which the creative ability of each individual is allowed to develop, not in competition with others, but in order to contribute to a better life for all. If we work collectively, our dreams are within our reach.
