Military Revitalization Act

Preamble: The Hutorian Armed Forces are at their weakest in centuries. Recently it was announced that they have completed large cutbacks in the number of service members as well as the decommissioning of several ships, planes and ground vehicles. This bill seeks to give the military the ability to restrengthen itself so that it can effectively protect Hutori.

Article 1)
1.1 All crown corporations in the defense industry shall be privatized.

Article 2)
2.1 Hutori reserves the right to produce nuclear weaponry and keep an active stockpile.
2.2 The Hutorian Armed Forces reserve the right to use nuclear weapons in warfare, but only if the nation is in severe danger of losing a war and victory is not feasible by any other means.

Article 3)
3.1 HSIS (Hutorian Security Intelligence Service) will be allowed to undertake all types of covert operations around Terra that are necessary to protect Hutori and its people.
