Members of the Assembly, We bring this proposal once again after consultation with the members of the S&D and the certification of a majority in the Assembly for its approval. This treaty is inconstitutional. It is so because it prevents the national Parliament, the place of sovereignty of the people, from exercising its legitimate right to decide how the State can be built, by a vote carried out by the representatives of this House. While the right-wing parties claim each time that the left nationalizes some industry, or tries to increase the weight of the State at certain points, they totally agree to allow a Treaty like this, of which we are also the only signatories, to limit the capacity of a people's decision about their future. If at some point in this Assembly there is a 2/3 majority that would allow the State to be changed, why should these projects be delayed by a treaty without any functionality other than placing the monarch above the Constitution itself? What we are asking for is the support of the Assembly in a key issue: the protection of our citizens' rights. This Treaty has no legal function. No other nation has ratified this "international treaty" and nowadays, its only function is to go directly against the Istalian Constitution and prevent the National Assembly - the seat of popular will in our nation - from deciding its configuration as State. It prevents a majority of the Assembly - 2/3 needed - from changing the way our State it is built, and delays any procedures to be followed. That is a direct attack against this Assembly, and the right seems totally fine with it. We will not seek their favorable votes because we know what do they thik about citizens' rights, but we thank the S&D for their offer in supporting this bill. We will not be able to change the way our State is leaded, but we but we can lay the democratic foundations so that, if in the future, the people freely decide that they want to change the form of the Head of State, there is no impediment - besides, unconstitutional - that prevents it.
