Article 1, Section 1 - A State of Emergency may be declared by a 2/3 (two-thirds) vote of the national legislature and likewise can be suspended or removed by 2/3 (two-thirds) vote of the national legislature; Article 1, Section 2 - A State of Emergency may be declared by the head of state in pursuit of their duties to "take all necessary steps to re-establish law and order" if "public order and security is seriously disturbed or endangered" a head of state state of emergency declaration can only be suspended or removed by a unanimous vote of the national legislature; Article 1, Section 3 - In the event of a State of Emergency the head of state assumes control of the state, the head of state creates an emergency council with the head of government, Minister of the Interior, Minister of Defense and whatever government ministers or high government officers pertain to the emergency at hand which can rule by decree circumventing the national legislature. The national legislature can overturn decisions of the emergency council by unanimous vote; Article 1, Section 4 - The head of state can active the Landsturm by Presidential Defense Decree without any approval of the head of government, Minister of Defense or Minister of the Interior. The Landsturm can only be activated if the sovereignty or territorial integrity of the Dorvish state in imminently threatened; Article 1, Section 5 - Details and specifics of the state of emergency are to be decided by the emergency council in conjunction with the Ministry of the Interior and Ministry of Defense.
