If the government handles all energy production then it would create greater income for the state and also mean cheaper energy for the citizens. By making all energy production state owned along with the current system of a state operated energy grid we can make energy production more cost effective for the consumer. Allowing small scale private energy production means that a citizen wanting to generate his own energy from renewable sources would have to buy expensive equipment at a very large outlay, this new bill would also introduce a government run scheme for private energy generation. The scheme would work in this way:
Citizen wants to install solar panels to his home/wind turbine in his garden etc... he would contact his local council and they would suggest what would be most efficient for his needs. Then he will be told how much per month he would have to pay to lease the equipment. The council would then install the equipment on his property and would inspect it every 12 months.

This system would make renewable energy an attractive option for many home owners as they would be paying for the lease and maintenance of the equipment rather than the actual energy they use*.

The lease of a renewable energy unit should be cheaper per annum than the cost of paying for the equivalent amount of electricity it produces from the national grid.
