P.d.l. 01/4700 - The Great Centralization Program: This program is a necessary action towards creating a stable and providing Istalia. Centralization is the greatest step towards making a state which can give the freedom and rights of all citizens possible, by bestowing laws to be determined by local governments increases the ineffectiveness of bureaucracy and democracy, the government and the National Assembly should be able to determine the future of all laws in the country if a state emergency erupts, otherwise what may be good for the country should not at such important moments and serious events be regulated for the government and the National Assembly to take the precautions to safely protect the nation's citizens. Those who have advocated for more local authority does nothing with that power when they are in charge of the local governments, we have seen no bills or whatsoever when it comes to laws which the local governments are allowed to change, therefore because the local governments doesn't actually do anything we believe it much more efficient to give the government and the National Assembly the power to change these laws for those people who wants certain laws to be in place. To put this program simple, it removes all MAJOR local authority from local governments however when it comes to local system of high ways we have decided to let them have this authority left. We have also decided to not bring up the "Policy on advertising is determined by local governments" and "Recreational drugs use is regulated by local governments" and will instead draw them up in a separate legislation for negotiations between all parties in the National Assembly on deciding what law they should be changed to.
