Whereas, all but ten nations in Terra provide some sort of protections for diplomats residing in their host countries, and

Whereas, the Commonwealth of Hutori is currently one of these nations, and

Whereas, this policy undermines our standing on the international stage, and

Whereas, the criminal prosecution and imprisonment of foreign diplomats would likely cause an international incident, and

Whereas, we must balance our international standing with the laws and customs of our own land, therefore

Be it resolved that diplomats from foreign nations may be exempt from prosecution for criminal acts, and

Be it further resolved that diplomats may be censured and expelled by the Foreign Office for criminal acts or attempted criminal acts, and

Be it further resolved that diplomats may still be liable for prosecution from civil suits.
