| The constitutional settlement of the Deltarian Federation is, in everything but name, the continuation of the toxic combination of autocratic monarchy and land-holding aristocracy that was known as the Czardom, only that instead of a Czar we now have a "Federal President", and the nobles have been replaced by local political elites. In order to counter this and fully move away from the tyrannical and anti-Hosian Czarist legacy, we propose to turn the Federal President into a purely ceremonial position, as the symbol of the unity of our nation, while the cabinet, to be known as the Council of State, shall be chaired by a Secretary of State. The Council of State shall be fully responsible to the legislative as the embodiment of popular will. |
