| By passage of this act the following shall become law in Pontesi: All people living in Pontesi will from now on be classified as a,b or c-subjects with various implications. C-subjects are not citizens of Pontesi but of the administrative district of Caespasia. 1.) A-Citizens: Seluco-Pontesians (“Proper” Romans) Yeudis of yeudish believe 2.) B-Citizens: Abuék Pntékai (Armenians with Roman influences) 3.)C-subjects: - Arev Mardik (“Proper” Armenians) - Pntékai (Armenians with Turko-Persian, ie “Jelbic” influences) - Brmékai (Jelbic-speaking Turko-Persians from Barmenia) - Other The following regulations apply: 1.) Only the votes of A-citizens are considered valid. Other classes of citizens can vote but their ballots are considered void. 90% of the soil of Pontesi and Caespasia is open for them for sale. This is the only group which is allowed to own property everyhwere. Only they are allowed to work in the public service or be part of the judicary and legislative. 2.) Only A-citizens and B-citizens are allowed to live in all provinces except Caespasia and own property there. A maximum of 10% of the total Pontesian soil outside Caespasia is allocated to the B-citizens and can be bought by B-citizens. 3.) C-subjects must carry a identity document with them at all times regardless where they are 4.) C-subjects are not allowed to own property outside the administrative district of Caespasia. 5.) All groups must be segregated from each other in all areas of life. A service must be provided to A-citizens but not necessarily to B-citizens and C-subjects. B-citizens and C-subjects may never give a A-citizen a command. 6.) A-citizens are not allowed to marry B-citizens or C-subjects nor to have any more contact with them as its necessary for business purposes. 7.) C-subjects which want to live in all provinces except Caespasia must apply for a work permit and are only allowed to live in certain segregated areas with inferior service delivery. 8.) C-subjects are not allowed to obtain higher education. Their schooling ends at the age of 16. The schooling of B-Citizens ends with 18. They are not allowed to obtain higher education. 9.) Citizens and subjects which live, work or are at a forbidden place will be considered squatters and immidiately deported to their part of the country or city. 10.) To achieve the desired state of affairs expropritations against B-citizens and C-subjects are allowed as well as the use of deadly force. The public service and all other state enteties will be cleansed from c-subjects and b-citizens. By passage of this act all training and education of c-subjects and b-citizens is disregarded and considered void. 11.) Only A-citizens are allowed to be member of a political party and trade unions. Final Article: This is a constitutional amendment and will be passed with a 2/3-majority and can be changed and abolished with such a majority. |
