Description[?]:

Members of the Senate,

Education is the most important pillar in our society, and no one should be denied their right to study just because we live in a capitalist society. For this reason, the Ministry of Education and Culture wants to improve the current scholarship law, to encourage other students to obtain other types of scholarships. IMPORTANT: Take into account that this will not substitute the paid tuition that is already offered by the government, but rather to offer the students an incentive to achieve their best results and to give them an economic base for their living.

Therefore, the government would offer the following scholarships:

-Economic scholarship: It will cover the expenses of students from families classified as low-income or poor. 100% of tuition will be paid.

-Distance scholarship: This scholarship will compensate the expenses in lodging and feeding that derive from the transfer of a city to another one to realize the university studies. In order to be granted, the required accreditation must be presented and there must be a minimum distance of 50 km between the place of residence and the place of study to be granted. At 50km: payment of 10% of the tuition. Between 50 and 100km: payment of 15% of the tuition. More than 100km: 20% tuition payment. (Apart from the tuition covered). To keep this extra tuition, students must approve at least 60% of the registrered subjects in their current university grade.

-Motivation scholarship: This scholarship will be used as an incentive for students, and will be granted to all those who pass all the subjects in their year and obtain an average grade of 7.5 or higher. The following year, the amount that would have been invested in paying the previous year will be returned.

-Normal scholarship: The standard scholarship will reward with 15% of the tuition costs of students who have earned an average of 8 or more in their last year of school. For averages between 7 and 8, this scholarship will be 8%, and for lower averages this scholarship will be 5%.

Random fact: Once approved, players should copy Cultural Protocols into a bill in the debate section of their nation page, under the title of "OOC: Cultural Protocols". This bill should include links to the passed Cultural Protocol bill and the Moderation approval.

Random quote: "If democracy is ever to be threatened, it will not be by revolutionary groups burning government offices and occupying the broadcasting and newspaper offices of the world. It will come from disenchantment, cynicism and despair caused by the realization that the New World Order means we are all to be managed and not represented." - Tony Benn
