| BE IT ENACTED BY THE NATIONAL CONSULTATIVE ASSEMBLY ___________________ PREAMBLE ___________________ Whereas it has almost become impossible to enact any decisive reform in the legislature, and since it is hurting the democratic political life of our country, and since it is hindering us to enact any real reform to change the setup of our system, we are enacting this law for an alternative solution to the loopholes. ___________________ BODY ___________________ ARTICLE 1.
