These laws will be enacted at the moment of the passing of this bill. These laws will be revised as soon as the Constitution of the September Union of the Citizens' Crownlands (http://classic.particracy.net/viewbill.php?billid=618355) have been passed in the Congress of Honorable Citizens. ARTICLE 1: The Presidium of the Congress of Honorable Citizens of the September Union shall be the supreme committee of the Congress of Honorable Citizens and head the national legislature of Congress of Honorable Citizens. ARTICLE 2: Four of the members of the Presidium of the Congress of Honorable Citizens of the September Union shall be chosen by the Congress of the Citizens' Party of the September Union, and shall be composed of five members: a Chairman, a Vice-Chairman, the Secretary-General of the Citizens' Party of the September Union, the Chamber leader of the Congress of Honorable Citizens for the Citizens' Party of the September Union and lastly, a Presidential Representative who shall be directly chosen by the President of the September Union. ARTICLE 3: The Presidium of the Congress of Honorable Citizens of the September Union shall have the absolute obligation to elect the President of the September Union from among candidates who has been nominated by others or themselves from the Citizens' Party of the September Union in the Congress of Honorable Citizens. ARTICLE 4: The Presidium of the Congress of Honorable Citizens of the September Union shall have with or without a party, Honorable Citizen of the Congress of Honorable Citizens or the President of the September Union the right to call for a Presidium session to discuss important matters of foreign, internal, security, constitutional and other major state affairs for the Presidium to vote on and enforce. Such an enforcement of law and resolution would need 4/5 votes of the members of the Presidium to be approved without the necessary authorization of the Congress of Honorable Citizens. Such a session shall be known as a "Presidium Executive Session". ARTICLE 5: The President of the September Union shall have the right to call for an "Presidium Executive Session" and be able to replace his/her Presidential Representative on the Presidium during debates and discussions of the laws and/or resolutions the President of the September Union wishes to enforce, remove or question, but must be absent during the voting of the laws and/or resolutions he/she wishes to enforce, remove or question and be represented by his/her Presidential Representative (who shall vote on the matter). ARTICLE 6: The Chairman of the Presidium of the Congress of Honorable Citizens of the September Union shall be ranked the second highest official in the September Union under the President of the September Union and above the Premier of the September Union. The Chairman shall be the speaker of the national legislature of the Congress of Honorable Citizens. ARTICLE 7: The Presidium of the Congress of Honorable Citizens of the September Union shall be the Supreme Battlefield Commission of the Armed Forces of the September Union. They shall have the authority to appoint with half of the votes of the Presidium, military officers of the Armed Forces of the September Union.
