Article I: The national government will create, maintain and fund a "Krajowy Korpus Służby Młodzieży" (National Youth Service Corps - KKSM), which will be found under the jurisdiction of Ministry of Education for the training, administering, and distribution of civilian service candidates for work.

The service is the commitment to the 'common good' in social, environmental, and cultural fields to promote the civil protection and national integration.

Article II: Each Voivodeship, or subsequent political unit shall be reimbursed by the national government in the creation of local boards of officials; which may include but are not limited to town/city mayors, public safety officials (police), educational administrators; with the responsibility of reviewing the qualification(s) of each male and female candidate for either civilian national service and giving a recommendation(s) to the KKSM.

Article III: All males and females, upon the completion of their mandatory education or legal equivalent through Year 11 (Age 17), shall hereby be required to serve during their Year 12, Year 13, Year 14, and Year 15 or equivalents a series of terms of civilian national service based upon qualification.

Each Year shall be tied to a specific program:
- The Year 12 (Age 18) civilian service program will involve an academic term and local service determined by local KKSM boards.
- The Year 13 (Age 19) civilian service program will involve an academic term and ecological or physical or social service determined by local/State KKSM boards
- The Year 14 (Age 20) civilian service program will involve an ecological, physical or social term and a term of vocational placement/training.
- The Year 15 (Age 21) civilian service will involve two terms of ecological, physical, social, vocational placement/training, or academic higher education preparation at the choice of the applicant and agreement of relevant KKSM board(s). No more than one term for an area.

Applicants shall fulfill their service terms in various fields, which may include but are not limited to:
- Agricultural aid
- Cathedrals and other cultural facilities
- Museums and other educational facilities
- Camps for younger kids
- Schools
- Research sites
- Archaeology digs
- Sea scouting/rescue
- Ecological conservation and state/national recreational parks
- Medical/ambulance service
- Elder/handicapped care facilities
- Construction projects
- Generalized labor
- Government programs and initiatives

Article IV: School Years 1-11 (Ages 6-17) will gradually introduce volunteering and civilian service until such service requirements reach two weeks by Year 11 (Age 17).

Article V: Benefits.
- Free train/bus rides with active pass.
- Monthly stipend for necessities. Amount varies with location and type of service, though approximately ₱25 a month.
- Safe and secure youth housing in the city/region/area where they are serving during service terms. Temporary access to hostels during non-service terms.
- Nutritional meals during service terms.
- Discounts offered by various business establishments.
- Social Programs such as weekend getaways, tours, learning programs, parties, summer camps, regional/state/national Youth Conferences.
- Free train/bus rides with active pass.
- At the end of full service, servants receive a ₱1,000 grant that can be used for higher/vocational education expenses, buying a house, or paying for a wedding, etc.
