| This Act will create Local Constituencies for the Provinces of the Third Republic, known as Sub-Provinces. ARTICLE I: There shall be for the Third Kivonian Republic (Davostan) and all its successor States, 20 constituent regions, known as Sub-Provinces, throughout the nation, 4 in each national Province. ARTICLE II: Each constituent region shall be administered by a Military Officer known as 'Sub-Provincial Officer' chosen by the National Military Commission of the National Salvation Military Council. The Sub-Provincial Officer shall serve a term for life, unless he/she resigns from office, or is removed by the National Military Commission. The National Military Commission will then choose their replacer. ARTICLE III: A Sub-Provincial Officer appoints his/her sub-provincial cabinet, the Sub-Provincial Officer foremost answers to the Governor of the Province in which they are based in, however, only concerning local matters, otherwise the Sub-Provincial Officer answers to the National Military Commission. ARTICLE IV: These shall be the Sub-Provinces of each Province, the name of the Sub-Provinces changes based on what name the city which it is based around is known as, unless, decided otherwise by the National Salvation Military Council.
