| This act of the Federal Parliament will form the "Federal Security Council": (1) The Federal Security Council will be comprised of the President of the DFRC, the Prime Minister of the DFRC, the Secretary of the Federal Security Council, the Minister of the Interior, the Minister of Foreign Affairs, the Minister of National Defense and others as deemed necessary by the President; (2) The Federal Security Council will posses authority to issue "Federal Security Directives" which will form the legal basis for their authority joined with the legal authority of the President of the DFRC as the Commander-in-Chief of the Armed Forces of Cobura; (3) The Federal Security Council will be the principal advisor to the President, the Prime Minister and the Government of Cobura on all matters related to national security and national defense.
