Preamble: As the damage caused by the Keymon Civil War is slowly revealed and as our understanding of the devastation it has brought becomes clearer, the long lasting economic and political impact have clearly shown themselves. An estimated four-hundred thousand civilians and military personnel have been wounded or killed during the civil war, with an estimated one-hundred and fifty thousand civilians or military personnel having become refugees in neighboring nations such as Likatonia, Valruzia, and within Keymon itself. With this massive devastation has come a resurgence in radical ideologies seeking to depose the monarchy. Noting the dangers these political ideologies pose to not only the well being of the monarchy, but to the people of Keymon themselves, the monarch herself has put forward this bill for the National Council to share their opinions on. Article 1 - Banning Radical Political Activity The Queen, who has the sole legal authority to enact laws (OOC: as noted in this RP Law: http://classic.particracy.net/viewbill.php?billid=627646 ), has already initiated a ban on radical political entities. However, to better assist her objective of ruling the nation fairly, she has brought forward the following laws, so that it can be verified by the National Council as fair. A) All political ideologies who seek to remove the monarch as Head of State have henceforth been banned from participating in the governmental system B) All public displays of anti-monarchical political leanings are banned C) All public displays of anti-monarchical sympathies shall be punished with a fine of 1 million KED or no more than 50 years in prison D) All individuals who actively attempt to overthrow or abolish the monarchy shall be considered traitors to the country and shall be executed, following a guilty verdict E) Individuals found to hold actively Pro-Carluist views shall be arrested and be placed into jail, for no more than 70 years Article 2- Classifying Radicals Due to the vast number of political threats to the monarchy, the Queen has created the following classification list for use within the legal system: Republican: An individual who believes in the formation of a republic, which requires the removal of the monarchy Socialist: An individual who believes in the formation of a socialist state, which would require the removal of the monarchy Communist: An individual who believes in the formation of a classless society, which would require the removal of the monarchy Anarchist: An individual who believes in the the destruction of all systems of hierarchy, which would require the removal of the monarchy Fascist: An individual who believes in the authoritarian rule of a single individual, which would require removing power from the monarch Canrillaise Ethno-Nationalist: An individual who believes in creating an ethnically “pure” nation for Canrillaise people, which would require the removal of the Catena Royal Dynasty from power Other: Any individual who does not fit the above classifications, but still holds anti-monarchist views Article 3 - Tracking Radicals The Ministry of Internal Affairs shall establish a unit of investigators and law enforcement officers who will have the duty to investigate radical political elements. This body, which will be referred to henceforth as the Bureau of Subversion Prevention, has the powers and duties to: A) Investigate any suspected radical political activity within the country B) Arrest any individuals suspected of participating in radical political activity C) Interrogate and, if necessary, use advanced interrogation techniques on individuals suspected of participating in radical political activity D) Bring radical political activists to all legal hearings E) Perform raids on buildings holding radical political movement documents or members F) Use non-lethal & lethal force to defend the public from radical threats G) Perform searches of buildings suspected of housing radical political activist or materials belonging to them, without a search warrant H) Perform traffic stops of suspected radical political activists or of vehicles suspected of carrying radical political materials, without a warrant I) Perform public executions of radical political activists, if the court system has sentenced them to death Article 4 - Anti-Subversion in Media The Ministry of Information shall establish a unit of government artists, who shall perform the following actions: A) Create art that improves the perception of the monarchy in the public eye B) Create art that demonizes or dismisses political radicals in the public eye C) Create art that convinces individuals to support or respect the monarchy D) Create art the convinces individuals to disavow or disrespect radicals E) Censor any and all media, foreign or domestic, that portrays radical political beliefs as benefitival or positive F) Export media to foreign and domestic consumers, that glorifies the monarchy and portrays it as a positive and benefitital entity Article 5 - Repealing This Law This law may be passed or repealed by a simple majority vote in the National Council , and with approval from the monarch |
