| This emergency budget is being passed due to a variety of security and domestic security concerns. Contained are several pieces of related legislation to direct these increased funds and to outline greater the security forces: Law on the Official Paramilitary Forces of Badara - Badaran Coast Guard: responsible for the enforcement of maritime law and maritime protection; authorized strength is 11,000 and under the authority of the Minister of Internal Affairs - Badaran Internal Security Force: the BISF is the official domestic security paramilitary force; authorized strength is 35,000 and under the authority of the Minister of Internal Affairs - Badara State Police: the BSP is the main law enforcement arm of the central government; authorized strength is 45,000 and under the authority of the Minister of Justice Second Law on the Badaran Defense Forces The Badaran Defense Forces (BDF) are the officially designated military services which is responsible for the defense of the sovereignty and people of Badara. At present the BDF consists of the following: - Badaran Republican Army; authorized strength 210,000 - Badaran Republican Navy; authorized strength 20,000 -- Badaran Republican Marine Forces; authorized strength 9,000 - Badaran Republican Air Forces; authorized strength 55,000 Each service has its own specific staff and leadership; all services are coordinated by the Joint Defense Staff, headed by the Commander, Badaran Defense Forces. The Commander is subordinate to the President who retains overall authority as Commander n Chief. The Defense Minister provides official policy and administrative support to the BDF and advises the Executive Council and President on defense matters. He is often considered "parallel" to the Commander.
