Another dose of reforms into the military apparatus: We also see important of installing a new militia, at national level sanctioned by the state in dealing with the enemies of the Republic. The new militia should be named "Republican Vanguard" and be formed up to 50 000 members that are professionally trained and armed with proper guns and equipment, ready to deal with any treasonous rebellion. It shall be split in five divisions, spread across Lodamese five regions, one division per region stationed in the regional capital. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: Local authorities are responsible for building and maintaining shelters.
Current: No new buildings may be constructed unless they feature provisions for civil defence.
Proposed: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
Article 2
Proposal[?] to change Government's position on paramilitaries.
Old value:: Paramilitaries are allowed but are heavily regulated by the government.
Current: Paramilitaries are illegal and the recognized government may intervene freely to stop any possible activity.
