An Act to establish a public broadcaster as has been made provision for.

Be it enacted by the Imperial Diet,

PART I - Establishes the Luthorian Broadcasting Corporation (LBC) as a statutory corporation; and establishes that it will be overseen and governed by a Board of Governors appointed by the Diet, to represent the mainstream public interest, to appoint a Director-General to oversee the corporation's LBC's day-to-day operations, and to elect a chair from its ranks.
PART II - Establishes a TV licence with a fee of £10 (OOC: £141) to fund the LBC; and sets out that non-payment of this fee will result in a £100 (OOC: £1,408) fine.
PART III - Establishes an expectation of political impartiality from the LBC; establishes editorial standards; establishes an expectation of moral decency in line with public opinion and interest; establishes that the LBC should reflect 'Luthorian values' abroad as part of Luthori's international presence; and makes provision for regional and local interest programming.

This Act shall come into force on 1 January 4919.
