| Upon the passing of this bill the Federal Lands of the Reich will be renamed into Reichslรคnder will gain the following authority/autonomy and the following articles will go into effect. ๐จ๐๐๐๐๐๐ 1 "๐ญ๐๐๐๐๐๐๐๐ ๐จ๐๐๐๐๐๐๐๐" -Reichslรคnder governments will have the authority to pass their own regional budgets subject to approval by their respective parliaments -Reichslรคnder governments will have the authority to spend money of the regional budgets however they please subject to both their own laws and any federal laws set -Reichslรคnder governments will be given 50% of their budget by the federal government. The other 50% has to be raised through regional taxes and other forms of local revenue generation ๐จ๐๐๐๐๐๐ 2 "๐น๐๐๐๐๐๐๐ ๐บ๐๐๐๐๐๐๐" -Reichslรคnder Governments reserve the right to issue a regional state of emergency -Reichslรคnder Governments reserve the right to call for federal assistance during a state of emergency -Reichslรคnder will maintain their own regional police force -Reichslรคnder Governments reserve the right to close buildings, cancel private or public events or close public lands to the general public when there is serious evidence of a danger to public safety ๐จ๐๐๐๐๐๐ 3 "๐ณ๐๐๐ ๐ณ๐๐๐๐๐๐๐๐๐๐" -Reichslรคnder will have their own parliament named the "Reichslรคnder Parliament of *state name*" -Reichslรคnder Parliaments have the right to draft, reject, pass and ammend regional legislation -Reichslรคnder Parliaments have the right to appoint a Land Cabinet consisting of a Landspresident and his cabinet. -Reichslรคnder Parliaments pass, reject, and ammend bills using a simple majority system -Reichslรคnder Parliaments require a two-thirds majority to change the Regional Constitution -Reichslรคnder Parliaments have the right to pass, reject or ammend a Regional Constitution -Lรคnder Laws are always subject to Federal laws, meaning that Federal laws will always overwrite Regional Laws if applicable -Reichslรคnder Parliaments are elected based on results of the federal elections in their respective region, local lists are allowed but have to allign with a nationally registered electoral participating party. ๐จ๐๐๐๐๐๐ 4 "๐น๐๐๐๐๐๐๐ ๐ช๐๐๐๐๐๐๐" -The Regional Cabinets are the executive power within the regions with the Landspresident at the head of the region -The Regional Cabinets are also known as Regional Governments (Powers outlined in Article 1 and 2) -The Regional Cabinets represent their regions during Federal Level meetings -The Regional Cabinet is elected by a majority vote in the Reichslรคnder Parliament of their state, the Landspresident is elected through a seperate vote in parliament with the same majority system. ๐จ๐๐๐๐๐๐ 5 "๐๐๐๐๐๐๐๐๐๐๐๐๐๐" -Below the Reichslรคnder Governments there is the Municipal government, responsible for their local municipality. -Municipal governments may have their own budget, their own property tax and their own bureacracy -Municipal governments are responsible for urban infrastructure, local public transport, local law enforcement as well as building permits, which are also granted by the municipality. -The municipalities have their own municipal council that can pass, ammend or reject municipal laws. -A municipality must have at least 20.000 citizens living in it, with no maximum attached. If a municipality falls below this line, it will be forced to merge with neighbouring municipalities. (This is a voluntary RP law, following it is not mandatory) |
