The following constitution and its provisions will go into effect upon passing with a 2/3rd majority. Article 1 "The Monarch" -The monarch shall have the obligation and right to sign or decline to sign a bill passed by the Grand Council. -Only bills signed by the monarch will go into effect. -The monarch is the head of state and head of the Armed Forces, controlling the Armed Forces in times of war and, if requesting to do so, in times of peace. -The monarch may disband the Grand Council if: the constitution is violated by parliament or government | the country experiences civil unrest | the monarch deems the Council to be in a stalemate/state of chaos -The monarch may appoint the Prefect of the Council of Ministers, which needs approval from the Grand Council in a majority vote. -The monarch may rule by decree/without check from parliament if: the government declares martial law | the nation is in a state of war | the Grand Council votes to invoke this article. -The Monarch reserves the right to appoint mayors of local governments directly or through a Royal Representative. Article 2 "The Prefect" -The Prefect of the Council will serve as head of government, leading the country with Royal Consent. -The Prefect of the Council (simply Prefect) may appoint a council of ministers, subject to royal consent -The Prefect of the Council serves at the pleasure of the Monarch and may be dismissed by him/her at any given time. -The Prefect of the Council also serves as the chairman of the senate, being substituted by the deputy chairman when the prefect has other duties to attend. Article 3 "Parliament" -The Parliament of the Kingdom of Vanuku consists of a bi-cameral chamber, the "Grand Council" being the lower chamber, but the highest in its influence, and the senate being the upper chamber. -The Grand Council is responsible for approving the appointment of the Prefect, passing, rejecting or ammending legislation subject to Royal approval, for appointing committees to investigate corruption, administration and the government and for approving constitutional ammendments with a 2/3rd majority. -The Grand Council is elected through a first-past-the-post system with the country divided into 250 constituencies all representing one councilmen/women elected to a seat. -The Senate is a weak chamber, only responsible for reviewing passed laws and, in case of a overlap with previous legislation or a violation of the constitution, declaring a law invalid and sending it back to the Grand Council whenever this is the case. It is fully appointed by the monarch, who may appoint anyone to the senate except for Grand Council members. The senate consists of 50 members. |
