PREAMBLE:
Following the upheaval of the unjust order and rebirth of the Kyo race, lead by the great visionary Gim Ir-Seung, the Kyo Peninsula was restructured as a Sindo-Daenist Socialist Republic. The supreme goal of the Daejungguk is to protect the will of the masses and to realize a Nirvana-Communist society in which the aspirations of the people are protected and realized under the Sindo-Daenist cause.



SECTION I
Article I
This constitution shall be the supreme law of the Blessed Serene People's Kyo Rowiet Daejungguk (Kyogul: 쿄민족신성고귀인민로동위원회대중국, Kyoja: 校民族神聖高貴人民勞動委員會大衆國).

Article II
The Daejungguk's paramount ethnicity are the Kyo race; Kyomal and Kyogul shall be the sole language and script used in the land.

Article III
The Daejungguk is a blessed state of the masses and is built on a Sindo-Daenist foundation. It is a socialist society dedicated to the common prosperity of all worshippers. Sindo-Daenism is the state religion of the Daejungguk, but other religions shall be permitted.

Article IV
The Daejungguk operates under an anti-party system. The existence of political parties is allowed, but all are encouraged to instead stand up for righteousness based on collective merit and morality.

Article V
The Daejungguk will work to reach a Nirvana-Communist society that upholds Danseon's legacy and Bidar's teachings under the theories of the great prophet Gim Ir-Seung, who showed the Kyo race the light in the modern age and drove out falsifiers and heathens.



SECTION II
Article I
The supreme legislature of the Daejungguk is the Serene Hall of Worship. Members are selected proportionally from the Worker's Halls of the first level subdivisions.

Article II
The Serene Hall is tasked with the responsibilities of creating legislation and laws to be enforced over the Daejungguk; whether it be in the social, economic, cultural, or environmental realms.

Article III
The Serene Hall shall have the power to deny or confirm the composition of the Hall of Worthy Servants, and to hold a vote of confidence over the Hall.

Article IV
The Hall of Worthy Servants shall be responsible for the creation and maintaining of government ministries and agencies, as well as the enforcement of laws passed and codified by the Serene Hall.

Article V
The Chairman of the Hall of Worthy Servants shall hold final say over the matters of the Hall. He shall be Head of Government of the Daejungguk, and Commander in Chief of the Order of Holy Kyo Warriors.



SECTION III
Article I
The Holiest Shaman is the Head of State of the Daejungguk and spiritual leader of all Sindo-Daenists.

Article II
The Holiest Shaman shall be appointed by the Serene Council of Ascended Shamans.

Article III
The Holiest Shaman shall propose a Hall of Worthy Servants, to then be voted on and confirmed by the Serene Hall.

Article IV
The Holiest Shaman may grant pardons for crimes against the Daejungguk, and shall have the power to make treaties provided majority support of the Serene Hall. The Holiest Shaman shall have a veto power that may only be overturned with a 2/3 vote in the Serene Hall - if in limbo for more than 91 days vetoed legislation will be deemed void and null.

Article V
A 6/10 vote in the Serene Council of Ascended Shamans may impeach the sitting Holiest Shaman.



SECTION IV
Article I
The Serene Council of Ascended Shamans is a governmental body of the Daejungguk responsible for choosing the Holiest Shaman and directing him under the proper religious guidelines. It shall affirm the righteous nature of the state and be committed to moral guidance and wellbeing.

Article II
The Serene Council shall elect it's own by majority vote and be comprised of 20 members chosen based on personal spiritual, moral, and social merit in line with Sindo-Daenist thinking. All Ascended Shamans are expected to live by strict moral and ethical codes in all areas of life, as stipulated by the sacred texts and practices.

Article III
Any council-member may nominate a candidate for consideration.

Article IV
Serene Councilship shall be a position expected to be held until death, barring extraordinary circumstances such as severe illness.

Article V
Ascended Shamans may be impeached and tried if found to have committed sin during their time in office, disrupted the affairs of the state in a purposefully unfaithful manner, or otherwise acted in a severely immoral manner.



SECTION V
Article I
The First Level Administrative Subdivisions of the Daejungguk shall be: Eljang Province, Reuni Province, Myeoggi Province, Eurbrak Province, Hyonggi Province, Taeyang Metropolitan City, Seongtaek Metropolitan City, Sinsu Metropolitan City, Ilbae Metropolitan City, and Hyeokjin Capital City. The Legislatures of the First Level Administrative Subdivisions shall be known as Worker's Halls. Executives shall be elected by the Workers Halls. The executives of the Metropolitan and Capital Cities shall be known as the Mayors of their respective constituencies. The executives of the Provinces shall be known as Provincial Governors.
Primary legislatures shall be elected proportionally from secondary legislatures; with electoral methods and practices being further regulated and prescribed by local governments.

Article II
The Second Level Administrative Subdivisions of the Daejungguk are to be known in Metropolitan Cities and Capital Cities as districts; the subdivisions of Provinces shall be known as counties. Each district and county shall have no less than 75,000 legal residents; the apportionment of which shall be designated to Provincial and City governments; and shall be subject to local regulation, merging, and dissolving.
Each County shall consist of a People's Chamber and a County Executive. There shall be 15,000 residents apportioned to each seat in the Chamber; all residents shall vote for the Executive; and all Labor Committees (Rowis) shall proportionately elect representatives to the People's Chamber. Chamber and Executive elections shall fall on the same day as local Provincial Gubernatorial elections. The Executive shall be imbued with the powers to direct county policy, enforce and approve legislation as dictated by the CC and pertaining higher bodies, and to levy taxes separate from the national level. The Chamber shall have the powers to propose legislation and veto actions of the executive with a majority vote. Each County shall be obliged to maintain a singular geographical seat for the administration of powers.
Each district shall have an elected Chief. This chief shall hold the powers to generally designate and direct district policy in compliance with the national and city constitution. The number of seats on the City Legislature held by a district shall be apportioned by the city district itself; and provided for in a non-discriminatory manner that may be of legal dispute.

Article III
There shall be indiscriminately established Labor Committees (Rowis) at every workplace to represent the vested interests of the Kyo people. Rowis shall be the smallest administrative unit of the Daejungguk, and will proportionately send representatives to the City Legislatures and People's Chambers. Rowis shall be organized by locality, profession, and other manners regulated by further law.

Article IV
All members of the sub-divisional bodies shall be immediately recallable by their constituent legislatures for any reason.



SECTION VI
Article I
Every worker in the Daejungguk shall be able to join a trade union, to form a worker-owned Co-operative, to join and participate in organized Rowis (democratic labor councils), and to strike. The sole trade union organization of the working class is the United Trade Union Federation.
Capitalist exploitation is outlawed and its roots are abolished.

Article II
The Blessed Serene People's Kyo Rowiet Daejungguk shall be a religious-socialist planned economy based on the cooperative and state sector. The central government preserves the right to nationalize remaining remnants of private property and decides about five-year-plans for the proportional development of the national economy.

Article III
The Daejungguk upholds the cause and principles of Nirvana-Communism; namely the protection of the Kyo people from such antiquated institutions as poverty, spiritual corruption, famine, and war.



SECTION VII
Article I
The Capital of the Daejungguk is Hyeokjin Capital City.

Article II
The Anthem of the Daejungguk is "Arirang".

Article III
The Flag of the Daejungguk is described in the National Flag Law of the Blessed Serene People's Kyo Rowiet Daejungguk.

Article IV
The Coat of Arms of the Daejungguk is described in the Symbol Law of the Blessed Serene People's Kyo Rowiet Daejungguk.

Article V
The Motto of the Daejungguk is "Blessed by Danseon and Bidar".

Article VI
The National Animals of the Daejungguk are the Four Sacred Animals.

Article VII
The National Flower of the Daejungguk is the Mugunghwa.
