Amendment I to the Constitution shall henceforth read as follows:

All citizens of the nation, regardless of creed or ethnicity, reserve the inalienable right to speak their language and exercise culture in the security of both the public and their homes and communities. These rights shall be protected and respected by the state at all times, regardless of situation.
