| Article 1) 1.1 Limitations on the services private health clinics can provide are hereby repealed. 1.2 The Department of Health and Social Services shall create two (2) classes of private health service licenses and create criteria for eligibility within sixty (60) days of the passing of this legislation. The license classes shall.be; 1.2.1 Class A - Hospitals (Facilities which contain Emergency Rooms, Operating Rooms, etc.) 1.2.2 Class B - Clinics (General Physicians, Chiropractors, Mental Health Services, etc.) Article 2) 2.1 The Department of Health and Social Services shall create the Low-Income Health Services Grant Program, with an annual operating budget of 25,000,000 Lira. The program shall grant up to 5,000,000,000 Lira per year to low-income Hutorians who are in need of emergency care that the public healthcare system cannot provide in a timely manner. 2.2 Single Hutorians with annual income less than 40,000 Lira, or families with annual household income less than 60,000 Lira are eligible. 2.3 Special Exemptions - grants may be given to Hutorians not meeting the criteria in Article 2.2 may be given a special exemption if they can demonstrate that the medical care is needed urgently, it is not available through the public system in a timely manner, and they do not have the financial means to pay for the care. |
