| Mr Speaker, we are rebuilding our economy and the state currently should focus its resources investing in business, public works, activities that can create works. The state will continue to pay in case of medical emergencies and for low-incomes people but for the others we think that we should also promote a certain responsibility in their choice for our citizens.
