| Mme Speaker, with this bill citizens will have a greater degree of democratic freedom of choice. Furthermore, with this bill, a new electoral system for the cities is introduced as follow: For municipalities with less than 15.000 residents the mayoral candidates are elected with simple majority and the municipal councils' electoral lists related to the winner candidates will have granted the 65% of the seat of the municipal councils. For municipalities with more than 15.000 residents the mayoral candidates are elected with absolute majority and in case no candidates reach 50%+1 of votes the two most voted will access a second round. The municipal councils' electoral lists related to the winner candidates will have granted the 55% of the seat of the municipal councils. This provision will assure a greater governability in order to better tackle the needs of municipal communities and also assure a faster responses to such needs. Furthermore such provisions will assures the citizens a better determination of responsibilities and thus we are confident that local administrations will act with more responsibility.
