This bill shall implant the reforms of the Valruzian Police.

I. The name of the national police will be changed to the National People's Militia.
II. Like the police reforms of 4247, a simple hierarchical structure of the police shall be put into place with the Supreme Police Headquarters as the absolute authority over police matters. This shall be done to centralize the police system.

Hierarchy of the National People's Militia:

The Police Commander General is appointed by the Minister of Internal Affairs with the permission of the Chairman of the State Affairs Committee who has the authority to dismiss the Police Commander General. The Police Commander General is responsible for appointment of commandants in every Voivodeship Headquarters and Subordinate Commands. The Police Commander General reports to the Ministry of Internal Affairs.

The Deputy Police Commander in Chief is appointed by the Police Commander General with the permission of the Chairman of the State Affairs Committee who has the authority to dismiss the Deputy Police Commander in Chief. The Deputy Police Commander in Chief is responsible for relaying the commands of the Police Commander General down the chain of command. He/she is responsible for reporting the status of every Voivodeship Headquarters and Subordinate Commands to the Police Commander General.

The Police Superintendent is in charge of one Voivodeship Headquarters and is in charge of each Subordinate Commands in their Voivodeship. The Police Superintendent is appointed by the Police Commander General with the permission of the Ministry of Internal Affairs. The Police Commander General has the authority to dismiss any Police Superintendent. Four people can hold this role.


The Specialized Forces Department shall be changed to the Motorized Reserves of the National People's Militia. These are elite units are in charge to fight dangerous criminals, provide security during mass events, help in the case of natural disasters and other crises, and to suppress any anti socialist dissidents.

The Volunteer Reserve of the National People's Militia shall be formed. It shall be a Paramilitary organization and voluntary support brigade of the National People's Militia. The purpose of the Volunteer Reserve is to provide urgently needed reinforcements to the regular army, and the State Security Committee. This branch will be placed under the control of the National People's Militia.

The Technical Police Department and the Traffic Police Department will be disbanded.
