| Preamble The Janata Sabha (People's Assembly) resolves to bring into effect the Federal constitution (Role Playing) to compliment the existing constitution Of Malivia. Part - 1 1. a. By the Virtue of this constitution, Malivia shall be deemed a Union of States. b. The Union shall comprise of the following - States and a Union Territory. c. The City of Kubir shall be established as the National Capital Region. The City though being a part of Dhendhadrash, shall be administered by the Union Government. Malakina shall replace Kubir as the Capital of Dhendhadrash. d. All the five Provinces namely, the five states of Malivia - Bhulkhandra, Idhagra, Walkaunar, Washebar, Dhendhadrash. 2. The Janata Sabha may by law change the above-mentioned arrangement. The Janta Sabha holds the right to abolish/introduce the system. 3. The Janata Sabha can change the status of any state to Union Territory and vice versa if the State Parliament and Janata Sabha both agree to do so. Part- 2 1. Notwithstanding anything in the Original Constitution, a person who has migrated to the territory of Malivia from any other territory shall be deemed to be a citizen of Malivia if— S/he spent at least a year in the Malivia subject to the prior approval of the Foreign Office. 2. The Foreign Office may discard/reject any citizenship application it deems unfit. Part- 3 1. All the five states based on electoral results shall form the State Government. The Union Territory shall be governed by the Union/Central Government under the rule of the Prime Minister. 2. a. The State Government shall be headed by a Chief Minister. b. Each state govt will decide on their capital, districts, their infrastructure, and further. c. On the recommendation of the Prime Minister, the President, if deems proper, citing proper reasons, can abolish the State Government till a new election is being held. In such a case, the President shall directly rule the state till a new state Government forms. 3. a. The Janata Sabha can declare an emergency if it deems proper only under the circumstances of War, or any other forms of external aggression. b. If an emergency has been declared, all the state governments shall cease to function until the emergency provisions are lifted. Part- 4 1. The executive power of Malivia shall be divided between the State and the Union Government. a. The Union Government shall decide on the issues relating to - i. Defense and Army ii. Citizenship iii. Foreign Affairs iv. Taxation v. Judiciary vi. Election vii. Parliament viii. Civil Services ix. Health b. Without the approval of the State Governments, The Union Government shall not decide on the issues relating to - i. Education ii. Economy iii. Travel and Tourism iv. Environment and Pollution v. Science and Culture vi. Religion vii. Infrastructure Part- 5 1. Any of the provisions enlisted in this constitution can be amended/repealed/introduced by the Janata Sabha. |
