After the fall of the CSL the reformed party Spiritual Center has been holding its first party congress in Gongmangdo. There were questions to solve on the agenda:

1. how the past has to be seen;

2. what importance the single Daenist sects should have among the party;

3. how to treat non-Kyo nationals;

4. which course the party will take.

Am Nong Chol, now elected chairman, delivered the main speech.

On the first topic he said: "We cannot revert the past. The positive thing was that Daenism has been popularized as a religion, despite it being heretically mixed with Sindoism and a cult around the so-called ´Holiest Shaman´. The CSL had a good stance on social issues, but on politics and society it has been a horrible distortion of democratic values. This should never repeat again."

On the second topic he said: "Since state Sindo-Daenism is gone, the Daenist sects can act freely again. As you know, I belong to the Zensho sect, which has a long tradition in our homeland. Mazdayana and Upanaya sects have been founded by dissatisfied worshipers. They are smaller but still of importance. We should accept all paths to enlightenment and not commit sectarianism. State Sindo-Daenism had the benefit of uniting all Daenists under one big roof, despite the distortions by the cult of the so-called ´Holiest Shaman´ and the heathen belief in the idol Danseon. We should collectively rally around the teachings of Bidar and stop infighting."

On the third point he said: "The CSL discriminated non-Kyo people and introduced a Kyo supremacist policy of assimilation. Due to that fact our party membership is still almost only Kyo. We should overcome this by focusing to win back the trust of the non-Kyo people. Bidar grants his mercy to all mankind. The Kyo people are not ´chosen by Danseon´."

On the fourth point he said: "This point is less clear. Non-violence, mercy and reduction of suffering could be called a general line. This will result in pacifism, democracy and social welfare. But details cannot be laid down by a single person. So I would like to hear some proposals from you, dear members."

Deputy Kim Du Bak from Seongtaek said: "We could keep the socialist content of the CSL´s program and just turn into a more democratic party. Not everything was bad." These remarks caused some applause as well some booing.

Deputy Mang Weon I from Yonseo said: "Our party needs to reforms into a democratic religious party based on private efforts in the economy. Its not just state Sindo-Daenism that has to fall..." He could not finish because these words caused unrest in the hall.

In the end point four was not entirely solved by the congress. Only the vague statement by chairman Am Nong Chol was adopted as a stance of the party.
