The fact that we have one publicly owned TOC is an issue. This denies private operators the opportunity to start their own business. It is better to allow private, regulated interests to be free to start their own railways, etc. We will still operate a public system, to compete with the privately owned ones. Doing so could bring railway systems to regions the government cannot, or is not funded well enough to, access. |
