Mme/Mr President, with the restoration of the Empire, the Government proceeds to reform the Defense, Security and Intelligence of the Istalian Empire as follow: DEFENSE The Defense of the Nation is entrusted to the "Imperial Defense Forces" made up of the "Armed Forces of the Istalian Empire" and of the "National Guards" of the Sarrentine Community and Community of Alaria. The "Armed Forces of the Istalian Empire" consist of the regular four branches: Ground Force of the Istalian Empire, Navy of the Istalian Empire, Air Force of the istalian Empire, Imperial Gendarmerie. It is a highly specialized organization made of professional volunteers. Both of the Sarrentine Community of the Community of Alaria have two voluntary more consistent in personnel numbers "National Guards", internally organized as the two Community wishes. The National Guards operate under the authority of their respective local Presidents and the main goals are: local defense, military reserve, response force for civil protection emergencies. With the consent of their respective local Presidents, members or departments of the National Guards may be assigned or deployed as active or inactive members/departments of the Imperial Defense Forces. Always with the consent of its president, each Community's National Guard may be employed on imperial service to repel an invasion. It can perform police/public order service if the Empire or part of it is invaded or is in danger of invasion by a foreign nation, or if there is the danger of a rebellion or an ongoing rebellion against the federal government. Unlike the Armed Forces, National Guards cannot leave national soil. The Emperor of the Istalians is the Commander in chief of the Imperial Defense Forces with the official rank of First Marshal of the Empire. However under article 11 of the Imperial Constitution, all official acts of the Emperor must be countersigned by the Prime Minister (or other competent minister) to become valid. Thus, actually the Prime Minister is the highest decision maker civilian official of the Istalian Defense. The Supreme Security Council of the Empire (CSSE - Consiglio Supremo di Sicurezza dell'Impero) is the primary senior level decision and policy making body for the National Defense which oversees also on the national intelligence activity. Chairman of the Supreme Security Council of the Empire is the Emperor of the Istalians. It is the highest institutional body to advise and assist the Government on national security and foreign policy. The Council also serves the Prime Minister as the main arm for coordinating these policies among the various government agencies. The Minister of Defence has the task of overseeing the coordination of Istalian defense. He is responsible for reporting to the Parliament and to His Majesty's Secretary for the Defence Affairs the military implications of Istalia, the distribution of military spending, the state of implementation of national defense programs. The Chief of the Defence Staff (Italian: Capo di Stato Maggiore della Difesa) is an officer of the Armed Forces, who directly dependents on the Minister of Defence and is the summit of the ministry's technical and operational area. The Chief of Defence Staff is a Military of the Istalian Army, Navy or Air Force, who, to be appointed, must have at least the grade of Generale di Corpo d'Armata (Lieutenant General) or the corresponding ranks of the Navy and Air Force. Once appointed, the Chief of Defence Staff assumes the rank of Generale or Ammiraglio (General or Admiral), which insigna has four stars. The Chief of Defence, following the directives imposed by the Minister of Defence, is responsible for the planning, predisposition and use of the armed forces and prepares, after hearing the heads of state of the various armed forces and the Commander General of the National Gendarmerie, the overall financial and operational planning, and defines the resulting technical-financial programs. In addition, the Chief of Defense staff ensures relations with the corresponding military authorities of other states. To carry out his duties, the Chief of Defence has a defence staff and uses the Interforce Operations High Command (Istalian: Alto Comando Operativo Interforze). From the Chief of Defence Staff hierarchically depend on the Chiefs of Staff of the Armed Forces. SECURITY, JUDICIARY AND PUBLIC ORDER The Istalian Empire is endowed of a "Federal Police of the Istalian Empire" which is responsible for combating crimes against Imperial institutions, international drug trafficking, terrorism, cyber-crime, organized crime and exercises functions of public security for the preservation of the public order, of the safety of the people and the patrimony, it carry out detective work, forensics and criminal investigation, all functions related to administrative and judicial police duty. If the Federal Police is the sole national police, it shall be organized in two branches: a highly specialized federal branch aimed to combacting crimes against Imperial institutions, international drug trafficking, terrorism, cyber-crime, organized crime, and an ordinary national branches aimed to exercises functions of public security for the preservation of the public order, of the safety of the people and the patrimony, it carry out detective work, forensics and criminal investigation, all functions related to administrative and judicial police duty. If provided by the law, both the Sarrentine Community and the Community of Alaria shall organize as they wish their "Community Polices" whose function within the respective state are the public security for the preservation of the public order, the safety of the people and the patrimony, they can carry out detective work, forensics, criminal investigation and administrative and judicial police duty. If Community Polices are created, the Federal Police of the Istalian Empire keep sole responsibility of combating crimes against Imperial institutions, international drug trafficking, terrorism, cyber-crime, organized crime. Imperial Gendarmerie is responsible for combating public corruption, white-collar crime, money laundering, immigration, border control, airport security and maritime policing and in general also functions of administrative and judicial police. It carries out also the function of military police. Federal Gendarmerie can assist both the Sarrentine Communities and the Community of Alaria to carry out functions of public security for the preservation of the public order, of the safety of the people and the patrimony in rural area if needed. Further agreements between Federal and Local Governments determine the use of Federal Gendarmerie in this sense. Federal Police of the Istalian Empire depends by the Minister of Interior and shall be a civilian organization; if created, the Polices of the Sarrentine Community and of the Community of Alaria shall depend by the competent local exeutive official of internal affairs and shall be civilian organizations; the Imperial Gendarmerie is placed under the jurisdiction of the Ministry of the Interior when carrying out functions of public order, security and judicial police while under to the Ministry of Defense for defense and military matters. INTELLIGENCE The Intelligence of the Istalian Empire is organized as follow: Imperial Services for Security and Intelligence (SISI - Servizi Imperiali per la Sicurezza e l'Ingelligence): is the denomination of the istalian intelligence community which is charged to: collection, analysis, and production of sensitive information to support national security leaders, including policymakers, military commanders, and members of Parliament. Safeguarding these processes and this information through counterintelligence activities. Execution of covert operations. The SISI strives to provide valuable insight on important issues by gathering raw intelligence, analyzing that data in context, and producing timely and relevant products for customers at all levels of national security, from the war-fighter on the ground to the highest officials of the State. Imperial Department of the Services of Information and Security (DISIS - Dipartimento Imperiale dei Servizi di Informazione e Sicurezza): It is the government body reporting directly to the Office of Prime MInister whose mission is the coordination of all the SISI and specifically its dutis are: oversee the activities of Internal and external intelligence services of the Istalian Empire and of the matters of administrative protection of State secrets. It manages the promotion and dissemination of the culture of safety activities and institutional communication and gives the addresses for the joint management of the staff of the various structures. While leaving intact the exclusive competence of the internal and external intelligence services for the preparation of relevant operational research plans, DISIS processes strategic analysis or for individual situations, as well as assessments and forecasts formula, on the basis of sectorial analytical contributions of the internal and external intelligence services. The DISIS also elaborates on the basis of the information and reports from other services or organizations, global analyzes to be submitted to government authorities and informative research projects. It is led by a General Director appointed by the Prime Minister. Imperial Agency for Internal Security (AISI - Agenzia Imperiale per la Sicurezza Interna): It is the domestic intelligence agency of the Istalian Empire and its tasks are aimed at defending national security and the democratic institutions from any threat. It has the task of information, security and, in part, counterintelligence within the national territory. The agency can not perform operations abroad; these are permitted, with the obligation to involve the relevant external intelligence service, only in close connection with their activity; in this case it is expected the coordinated intervention by the General Director of the DISIS, with the aim of avoiding functional and territorial overlap with the external intelligence service or with the Inter-Force Military Intelligence Department. Imperial Agency for External Defense and Intelligence (AIDIE - Agenzia Imperiale per la Difesa e l'Intelligence Estera): It is the foreign intelligence service of the Istalian Empire and has the task of researching and developing all the necessary information to defend the independence, integrity and security of the Istalian Empire from threats from abroad, including in implementation of international agreements. AIDIE also performs activities in the field of counter-proliferation of nuclear materials or materials found to be strategic, and information activities for security outside Istalian national territory, to protect Istalian political, military, economic, scientific and industrial interests, as well as detecting outside the national territory espionage activities directed against the Istalian Empire and activities aimed at damaging national interests. AIDIE can perform operations only outside the Istalian national territory, as well as Istalian embassies abroad. Law expressly forbids AIDIE to operate in Istalia, except if this is strictly necessary for the conduct of its operations. In this case, the rule requires that the operations in the country are only to be done in collaboration with the internal intelligence service and the Director General of the DISIS shall ensure the necessary forms of coordination and linkage information in order to avoid overlapping of functions or territory. The Parliamentary Committee for Intelligence and National Security (COPISIN - Comitato Parlamentare per l'Intelligence e la Sicurezza Nazionale): It is the parliamentary committee deputed to survey and oversee the activities of the SISI and all its agencies In fact the COPISIN checks in a systematic and continuous way that the activities of the SISI are carried out in respect for the Constitution and laws; it has free access and so it can acquire documents and information from both the SISI and bodies of public administration, both in the direction Judicial Authority or other investigative bodies, notwithstanding the confidentiality of investigations; It expresses an opinion on non-binding patterns of regulations implementing the law to reform the security services; he receives from the office of the Prime Minister, throught the DISIS, the interim report on the activity of Intelligence agencies, including an analysis of the situation and safety hazards. As part of its duties the COPISIN has the power to dismiss the State Secret, but only if all members of the Committee agree at the unanimity. The COPISIN is composed of 6 deputies and 4 Federal Councilors appointed respectively by the Presidents of the Chamber and of the Federal Council, in order to proportionally represent the main political forces that compose them. The president of the COPISIN is elected among the members belonging to the parliamentary opposition groups. Military Intelligence Services Inter-Force Division (DISIM - Divisione Inter-Forze dei Servizi d'Intelligence Militari): It is the supreme coordination body of the Military Intelligence and Security Service, under the control fo the Defence Staff of the Armed Forces. Its main duties and tasks are safeguarding the internal security of military bases and its personnel and military intelligence activities against enemy and foreign forces. It has tasks for information and general security in Istalia and abroad, military technical and military police and, in particular, all information assets with a view to the protection of principals and activities of the Armed Forces abroad. It operates mainly in war zones or in areas at risk where are deployed italian military personel in close liaison with the AIDIE. The DISIM coordinates the activities of the various intelligence departments and unity of the various armed forces. The department head, a Generale di Divisione (Major General) belonging to rotation to the three Armed Forces, depends on the Deputy Chief of Staff of Defense. With regard to the aspects of strategic military intelligence, to the operational, security and counterintelligence, the department head may correspond directly with the Chief of Staff of Defense. |
