| Mister President, It is time to put an end to the indiscriminate distribution of money from contributions and benefits, especially the unlimited support of those who are out of work. We should help these people find jobs instead of pushing them into inactivity. -- Unemployment Benefit and Federal Agency for Employment and Training First of all, we intend to replace the so-called Universal Income introduced in 5120 but which, despite the name, is in effect an unemployment benefit with no time limit and a form of income supplement, with the Unemployement Benefit I and II system. Unemployement Benefit I: it will be recognized and paid to the unemployed who have worked for at least 12 months in the last 3 years, and will be paid for a maximum of 24 months. The reduction in the amount of the Unemployement Benefit I will be a boost to the commitment on the part of the recipient of this subsidy to commit to looking for a job but also to accept the jobs that will be proposed by the Federal Agency for Employement and Training, Unemployement Benefit II: it will be a benefit recognized in case of need to those who cannot find a job beyond the limit established by the Unemployement Benefit I or, while working, do not achieve sufficient income for their livelihood. It is a form of social sustenance as a supplement to income. Perceivers are stimulated with every possible means and support to get out of this state of need as quickly as possible through mandatory training courses and the impossibility of refusing jobs with more advantageous treatments proposed by the Federal Agency for Employement and Training. Federal Agency for Employement and Training The Federal Agency for Employement and Training (Agenzia Federale per l'Impiego e la Formazione - AFIF) is created to manage the network of employment centers on the national territory and offers training for workers, assist companies and employers in managing the training needs of their employees, and coordinate cooperation between schools and the world of work, therefore, will also promote the inclusion of citizens in the world of work, also promoting mobility by assisting workers in the event of moving away from their home assisting them for an initial period in finding housing, with relative financial support, in the movements and in general in the relocation. The AFIF will administers Unemployment Benefits I & II system taking such responsability from the Federal Istalian Welfare Agency (http://classic.particracy.net/viewbill.php?billid=659017). Child Benefits With the cuts in income taxes and consumer and luxury goods taxes, our citizens will have more money in their pockets to meet their expenses, but above all we believe that those who are truly entitled to state support are those truly most needy, i.e. low-income and poor families. The greater availability for consumption will push production, increase job opportunities and therefore push up wages, allowing the vast number of families to meet the expenses hitherto covered by the benefit. What we want to do, and we see it as a much more significant form of wealth redistribution, is to prevent families that can perfectly afford to live without subsidies from continuing to receive subsidies when that money could be much better spent on those who really need it. The Federal Istalian Welfare Agency will continue to manage child benefits by distributing them according to the new criteria. |
