| In accordance with policies set out by the "Law on the Administrative Divisions of the Trigunian Federation" (http://classic.particracy.net/viewbill.php?billid=678949) and the Ministry of Internal Affairs, the Office of the President and the Council of Ministers, the following changes to the administrative divisions will be made with the consent of the State Duma: Section 1 - The establishment of five "Federal Subjects" which will be: Radin (Left on mainland Trigunia), Brakav (Southern island), Zarvosopol (Right on mainland Trigunia), Lesnov (Western island) and Vrosnok (Far eastern island); ↳ Section 1a - Each Federal Subject will be overseen by a Presidentially appointed "Federal Envoy" and will be responsible for representing the needs of the respective region to the Federal government and the needs of the Federal government to the respective region; Section 2 - Each Federal Subject will be divided into a number of Oblast(s) (Regions), and further sub-divided into a number of Raion(s) (Districts) and then municipalities as necessary and consistent with historical and administrative norms. ↳ Section 2a - Oblast(s) may be entitled as "Krai" (Frontier districts) and may be granted to border territories or territories with significant ethnic minorities at the discretion of the President of the Trigunian Federation. ↳ Section 2b - Oblast(s) will mirror the administrative structure of the Federal government and will have an elected oblast duma and an elected Governor, titles and organization shall be determined by the Oblast Duma or equivalent body. Section 3 - The President of the Trigunian Federation has the authority to grant the status of "Federal City" to municipalities and other territories as necessary. The status of "Federal City" grants the municipality or territories awarded the status of an Oblast. ↳ Section 3a - The President the Trigunian Federation, the Prime Minister of the Trigunian Federation, the Ministry of Internal Affairs, the State Duma or other designated political bodies may grant municipalities or territories "City of Oblast Significance" which grants the city the administrative level of an Oblast. ↳ Section 3b - As of the amendments to the Law on the Administrative Divisions of the Trigunian Federation, the following cities are granted (or continued as) "Federal cities": Rodshyadam, Zarvosopol, Kaiserburg, Petrovgrad and Heinrichgrad. Section 4 - The President of the Trigunian Federation has the authority to grant autonomous status with proscribed restrictions and limits to ethnic groups or territories for their contributions to the Trigunian people and state. The President of the Trigunian Federation shall have the authority to grant and revoke this autonomous status with consent of the State Duma. ↳ Section 4a - As of the amendments to the Law on the Administrative Divisions of the Trigunian Federation, the President awards autonomous status to the Vlozen people for their contributions to Trigunian society and formally establishes the "Vlozen Autonomous Republic" (covering the historical region of Vlozenya/Vloznya) within the Lesnov Federal Subject.
