The National Consultative Conference has existed at several points in the past as a representative institution grouping together special interest groups and guaranteeing the expression of various political and policy positions that would otherwise not have been visible through the normal democratic process.

With this act the National Consultative Conference is officially established as the upper chamber of the Kanjorien Legislature, forming together with the Chamber of Deputies the National Assembly of Kanjor.

Article I: The National Consultative Conference (Conférence consultative nationale) shall be the upper chamber of the Kanjorien legislature .

Article II: The Conference shall consist of 49 members who shall be self-selected by differing societal corporations representing social, economic, educational, cultural and religious institutions for a term of no-more than six years. The number of seats representing each corporate group shall fixed by this Act:

• 2 consultants from Agriculture and Fisheries (24 organizations)
• 2 consultants from Trade Unions (54 organizations)
• 2 consultants from Performance, Culture, and Art (15 associations)
• 2 consultants from the Aurorian Patriarchal Church & the parishioner institution
• 2 consultants from Professions (12 bodies)
• 2 consultants from Education & scholars (22 bodies)
• 2 consultants from Medicine and Health (55 associations)
• 2 consultants from Legal (2 societies and 2 associations)
• 2 consultants from Accountancy (98 firms, 6 associations, and 112,000 individuals)

Article III: The Conference shall serve as a political and economic consultative body to the Chamber of Deputies and other State institutions. The CCN shall also have the power to deliver legal opinions on legislation under consideration.

Article IV: While having no formal ability to present legislation, the CCN shall have the power to delay legislation passed by the Chamber of Deputies for no more than a calendar month in which to consider further reviews of its effects. However, the Chamber of Deputies could overturn this delay by a simple majority, the same majority required to pass a law in the first place.

OOC: This is a constitutional RP Law, as governed by Section 6 article 5 of the Game Rules (http://forum.particracy.net/viewtopic.php?f=5&t=8088). This bill establishes the National Consultative Conference as an upper house of the legislative with advisory powers.

The powers of the body are symbolic and limited. Any player in Kanjor can RP individual characters belonging to the National Consultative Conference.
