| Preamble We Grzkai XVIII H'an hereby declare that the governance of the country shall be along the following lines. Article 1 Jelbek is an elective monarchy governed by a Khan assisted by the great men of the realm. Article 2 The Khan shall have command of the Great Jelbek Horde. All militia shall exist only with the permission and supervision of His Exalted Highness. Article 3 Executive power shall be vested in the monarch who shall be advised in his actions by a Council of Mnistrs. Article 4 Legislative power shall be vested in the Kurultai which shall be composed of representatives of clans, cities and those of major religious groups. Article 5 The Khan's person is inviolable. Article 6 In addition to the national government, there shall be regiional government at the taghe level and local governments at the clan and municipal level. Article 7 The Khan shall be elected for life by a Great Kurultai which shall be presided over by the Marshal of the Kurultai. All person's of noble descent shall be eligible to vote in Great Kurultai. |
