The Parliament of the Democratic Republic of Hutori, assembled, hereby authorises a change in procedure:

IN THE EVENT OF THE RESIGNATION OR INCAPACITATION OF THE PRIME MINISTER OF THE DEMOCRATIC REPUBLIC OF HUTORI, THE FOLLOWING POWERS AND PRIVILEGES WILL BE GIVEN TO THE MINISTER OF FOREIGN AFFAIRS:

I. The power to ask for a declaration of war

II. The power to issue a statement from the Prime Minister's office on behalf of the Democratic Republic of Hutori

III. The privilege of assuming all official duties and titles of the Prime Minister, including but not limited to acting as the head of the government

TO PREVENT AN ABUSE OF THIS POWER, UPON THE RESIGNATION OF THE PRIME MINISTER, A COMPLETE CABINET MUST BE FORMED IN A TIME PERIOD THAT IS NOT TO EXCEED ONE YEAR, OR THE FOREIGN MINISTER WILL LOSE ALL THE ABOVE POWERS AND PRIVILEGES.
