SINCE the ban on smoking is a hindrance upon personal liberties, we propose that it should be legalized. However, since second-hand smoke has repeatedly been shown to produce medical problems, there should be numerous regulations upon the use of cigarettes and cigars. PROVISION 1: Smoking may be legal outdoors so long as it is further than 20 meters from the entrances of government buildings, schools (excluding collegiate campuses), nurseries, and places of employment (excluding establishments that primarily serve alcohol). PROVISION 2: Smoking is permitted at the discretion of bar owners. However, they must provide a sectioned off area such that those not wishing to smoke may not be brought into contact with second-hand smoke. PROVISION 3: 10% of all profits garnered by the sale of cigarettes, cigarillos, bidis, cigars, and other misc. smoking products- excluding marijuana and hashish- must be surrendered to the Republic to offset increased strain on the nation's health institutions. |
