Article 2: Extended Producer Responsibility 2.1 The government shall enact legislation requiring producers to take responsibility for the full lifecycle of their products, including managing the waste generated by their products. 2.2 Producers shall be required to implement measures to reduce waste, increase recyclability, and promote the use of recycled materials in their products. The legislation shall include provisions for penalties for non-compliance. Article 3: Local Solid Waste Management 3.1 The government shall provide funding and support for local solid waste management programs that prioritize waste reduction, recycling, and composting. 3.2 Programs shall be designed to encourage community participation and provide incentives for waste reduction and recycling. 3.3 The government shall work with municipalities and waste management companies to develop and implement these programs.
