Article 1 removes blasphemy from being a punishable offence. Article 2 requires foreign missionaries to register with the Ministry of Foreign Affairs. Article 3 states that Badara will not have an input on the appointment of religious ministers. Article 4 prohibits religious figures from interfering in politics, by forbidding public endorsement. Article 5 taxes income of all religious institutions, as "donation" loopholes are exploited regularly. Article 6 removes requirements for all people to wear religious clothing. Article 7 allows for secular schools to reopen, while heavily regulating remaining religious schools. Article 8 removes the requirement by the Government to provide remuneration to religious Ministers.
