Article I Hereafter the following text shall be affixed to ARTICLE VII of the constitution. *** Section III – Changt'ae Special Self Governing Region The islands of Changt'aeto, Ulmanto, and Nampukto are hereby brought under the special jurisdiction of the Changt'ae Special Self Governing Region as part of greater Kongki Province. The Special Self-Governing region shall maintain a legislature and head under a constitution it may progulmate itself, and is invested with the power to dismiss Kongki laws and to create local legislation, in line with the national law, deemed fit to administrate the region to the most effect. *** Article II Hereafter the following text shall be ARTICLE IV, SECTION IV of the constitution. *** The Hall of Sages shall be composed of seventy eight seats; sixty appointed by the Provinces and Cities, fifteen directly elected by the special electoral rolls of the respective national ethnic groups, and three representatives sent from Changt'ae Special Self Governing Region. Each Primary Subdivisional Government shall be allocated 6 seats respectively. The Kyo ethnic electorate shall receive 5 seats, the Draddwyr ethnic electorate shall receive 5 seats, and the Draniano ethnic electorate shall receive 5 seats. Changt'ae sages shall be sent concurrently with the submission of Kongki Province sages. *** Article III Hereafter the following text shall replace ARTICLE VIII, SECTION III of the constitution. *** Section III – Provincial and Urban Elections General, direct and universal elections in the Provinces and Cities are used to elect the City Councils and Provincial Assemblies, which form provincial and urban governments. These governments in turn send representatives to the Hall of Sages. The exact procedure of these elections shall be proscribed by local Provincial and City law; but shall by no means partially or wholly attempt to mitigate the principles of this Constitution nor circumvent the representative democratic process. First Level Subdivisional Elections shall occur no earlier than 12 months after the last, and no later than 60 months after the last. *** |
