THIS ACT shall determine punishments on persons who commit internationally-recognized war crimes in Kundrati soil.

Article I: On Defining War Crimes
1. A war crime shall be recognized as such when:
--1.1: The crime is committed in Kundrati soil or within the Kundrati EEZ defined as 12 nautical miles from Kundrati shores.
--1.2: The crime was committed by a Kundrati citizen or national on any soil.
2. War crimes shall be defined as the following, though there may be cases in which neither of these terms apply but are considered war crimes by an international tribune:
--2.1: Mass murder of a specific group of peoples (genocide)
---2.1.1: Mass enslavement, deportation, systematic inhuman acts, or other persecutions on the basis of a certain identity shall count
--2.2: Murder or torture of hostages and prisoners of war
---2.2.1: Torture or inhuman treatment for biological purposes without the consent of the person shall count
--2.3: Random, wanton or uncontrolled sieges of cities for plunder or for no strategic reason
---2.3.1: This may count even if the siege fails or even if the siege doesn't result in plunder so long as an act within these definitions is done
--2.4: Destruction of property deemed of significant cultural value or significance
--2.5: Other atrocities done in violation of the honor of warfare or other laws or customs of warfare
--2.6: Other violations of various international war crimes acts and treaties
3. War crimes can be investigated retroactively, meaning that any war crimes committed before the creation of this act can be investigated if need be. Those who may still be alive who have committed these war crimes shall also be investigated and treated as war criminals under this act.
--3.1: If these persons are deceased then only monetary compensation shall be provided by the family of the war criminal.

Article II: On Punishments for War Crimes
1. Any person who may be suspected of committing war crimes which are defined in Article I Section II being a Kundrati citizen or national, or being committed in Kundrati soil or seas, or both, shall be prosecuted either in Kundrati courts or in an international tribune.
--1.1: If an international tribune is used, court power and jurisdiction shall lay with said international tribune and international laws
2. If tried in a Kundrati court and convicted the minimum penalty shall be life in prison and the maximum penalty shall be the death penalty.
--2.1: Special courts shall be set up to investigate war crimes committed in Kundrati soil or by a Kundrati citizen or national in order to deal with these situations and shall be granted the authority to investigate, indict, convict and sentence these individuals.
--2.2: These courts shall be under the jurisdiction of the Ministry of Justice and the National Assembly's Committee on Military Affairs.
3. Any person who suspects they are a victim of a war crime shall report said crime to the Ministry of Justice via a special hotline and other various means.
--3.1: The Ministry of Justice shall have jurisdiction to investigate these war crimes so long as they satisfy Article I of this law.
--3.2: Persons shall have their report made as if they were anonymously reported, and shall be treated as such.
--3.3: Such reports need not be in a Kundrati official language and translations can be provided if need be.
--3.4: Reports shall not be discriminated against in any way involving identity or other means.
---3.4.1: Reports can be made by any person in Terra so long as the war crime is committed in Kundrati soil or committed by a Kundrati citizen or person

Article III: On Implementation
1: This bill shall go into effect immediately upon passage, and necessary steps shall be taken by the National Assembly and the Ministry of Justice in order to effectively implement this bill and it's provisions.
