WHEREAS the impeachment and removal of Franġisku Scolesi-Aveta, and the revocation of his titles, requires legislative clarity surrounding the Cildanian nobility, and;

WHEREAS the legislation of Cildania permits that: "titles of nobility may be granted by the government and any other political body designated by it," and;

WHEREAS the only political body designated at this time to grant titles of nobility is the Council of Deputies,

BE IT RESOLVED that, with immediate effect, the Council of Deputies enacts as follows:

1. RECOGNIZED NOBLE FAMILES

The following are the only bloodlines recognized by the Council of Deputies of Cildania as having equal and legitimate claim to noble ancestry in Cildania:
(1.1) The House of Kilian, bloodline of Gildas and St. Sascaria, descendants of the Princes of Aqildar;
(1.2) The House of Elkan, bloodline of Jugurtha the Great, descendants of the Princes of Aheblun/Hebilon;
(1.3) The House of Mattanid-Basjani, bloodline of St. Sebastian, descendants of the Princes of Gilzon;
(1.4) The House of Mirabitur, descendants of the Princes of Jilrit;
(1.5) The House of Ashtzaph, descendants of the Princes of Kinaan.

2. TITLES OF NOBILITY AND PEERAGE IN ORDER OF IMPORTANCE

(2.1) Grand Prince(ss)

(2.1.1) The head of state shall be invested with the noble title "Grand Prince(ss) of the Grand Principality of Cildania" (Gran Prinċep ta' Kildanja/Gran Prinċipessa ta' Kildanja) and shall be permitted the style "His/Her Serene Highness."
(2.1.2) The spouse of the Grand Prince(ss) shall be granted the title “Prince(ss) Consort” (Prinċep Konsorti/Prinċipessa Konsorti) and permitted the style “His/Her Highness.” The children, siblings, and parents of the Grand Prince(ss) shall be granted the title "Sir" (Sinjur) or "Lady" (Sinjura), or may use professional designation (i.e. "Dr.," "Professor," etc.).
(2.1.3) The role of the Grand Prince(ss) is to reign, but not govern. The Grand Prince(ss) shall communicate with the Council of Deputies through Sovereign Messages provided to the Council of Deputies.
(2.1.4) The Grand Prince(ss) is Supreme Commander of the Cildanian Armed Forces and shall declare war only after approval of the Council of Deputies.
(2.1.5) The Grand Prince(ss) shall receive and meet ambassadors, envoys and political figures from foreign nations as the sovereign of the nation; the spouse of the Grand Prince(ss) is prohibited from involving themselves in political affairs.
(2.1.6) The Grand Prince(ss) shall be inviolable, and shall have the right to grant partial or complete amnesty.
(2.1.7) The Grand Prince(ss) shall be appointed to their position and title for life by a Council of Princes as outlined in Section 4.
(2.1.8) The Grand Prince(ss) may be granted other noble and religious titles as per the law.

(2.2) Prince(ss)

(2.2.a) The head of each recognized noble family as listed in Section 1 shall be invested with the title of "Prince" (Prinċep) or "Princess" (Prinċipessa), and shall be permitted the style "His/Her Highness."
(2.2.b) This title will be hereditary and follow male-preference or absolute primogeniture, depending on the customs of the family.
(2.2.c) All spouses, parents, children and siblings of a "Prince" or "Princess" shall be referred to as "Sir" (Sinjur) or "Lady" (Sinjura), or by professional designation (i.e. "Dr.," "Professor," etc.).

3. BESTOWING TITLES TO THE NOBLE FAMILIES
(3.1) The House of Kilian shall be invested with the title "Prince of Aqildar"
(3.2) The House of Elkan shall be invested with the title "Prince of Aheblun"
(3.3) The House of Mattanid-Basjani shall be invested with the title "Prince of Gilzon"
(3.4) The House of Mirabitur shall be invested with the title "Prince of Jilrit"
(3.5) The House of Ashtzaph shall be invested with the title "Prince of Kinaan"

4. COUNCIL OF PRINCES

(4.1) To resolve issues of succession, noble lineage, and election to the position of Grand Prince(ss), a standing Council of Princes shall be formed, consisting of:
(4.1.1) The Patriarch of the Apostolic Church of the Isles;
(4.1.2) The Prince of Aqildar;
(4.1.3) The Prince of Aheblun;
(4.1.4) The Prince of Gilzon;
(4.1.5) The Prince of Jilrit;
(4.1.6) The Prince of Kinaan;
(4.1.7) The Head of Government of Cildania (i.e. the Prime Minister).

(4.2) In the case of death or abdication of the Grand Prince(ss), the Council of Princes shall appoint a new Grand Prince(ss) within 7 days.

(4.3) The Council of Princes shall make its decision democratically, with the Patriarch’s vote being recorded twice.

(4.4) Only nobles who have been invested with the title “Prince” or “Princess” are eligible to be appointed Grand Prince, and are permitted to vote for themselves.
(4.4.1) In the case of the abdication of a Grand Prince, the abdicating Grand Prince shall not be permitted to vote.

(4.5) The Council of Princes shall be the preeminent authority in adjudicating claims to Cildanian nobility and may recognize new noble families in consultation with the Council of Deputies.

(4.6) The Council of Princes shall convene at the Monastery of St. Origen in Aqildar.
