Art.1) Regional Governments may be elected by regional assemblies (OOC: for convenience we can use the regional results). Art.2) The largest party in each Bundeslander has the first right to propose a coalition (OOC: we can assume it when the known coalitions are in the majority) Art.3) If the largest party fails to provide a Regional Government, any other party may propose it. OOC: If passed, election of regional cabinets will happen under dedicated bills, requires 2/3 to pass and 2/3 to repeal |
